Close. But it's not a DOS extender, it is something like DPMI. It provides
some functions (ex: to allocate 4K pages) for the user programs. But unlike
in DPMI where you have to run at the PL granted by the host, in VCPI you can
run at any PL that you like (even PL0) [PL = Privilege level]. Have a look
at INT 67H in the Ralf Brown's interrupt list. VCPI calls are mentioned
there.
