No.  Allegro works only in packed-pixel modes, namely 8-bit,
15/16-bit, 24-bit, and 32-bit modes.  Sixteen-color mode is
four overlayed monochrome bitmaps; you may need to delve into
GRX or write your own library.  Look for EGA graphics manuals
for more information, as 16-color works exactly as on EGA.

BTW, have you tried mode X in 320x400?  Looks cool.
You can even show an authentic Windows 9x splash screen:
