It was *never* like that.  DJGPP is a port of GCC, and GCC cannot be
compiled as a 16-bit program without rewriting major parts of it.

DJGPP is a 32-bit protected-mode program, and it generates 32-bit
protected-mode programs which run on MS-DOS and all versions of
