You need to install the Patch utility (v2gnu/pat25b.zip) to be able to 
apply the patches to the sources.

You need to rebuild the libraries, yes, but I don't know how, exactly.  
To build Allegro itself, you type "make", but I don't know about 
Allegro-GL.
