Just take a look to how different video drivers don't/support 640x480x16 VGA mode and
think again.
I saw 3 behaviors:
1) The best: the mode is fully supported.
2) The idiots solution: you see an snapshot and the program still running.
3) The complete lack: you get a message that this application can't run in a window.

I think the problem is just that it is complicated and also not well documented by M$.

I guess you are talking about something that will start to be seen in 3 years? because
currently Linux is only challenging MacOS ;-), which isn't a bad number! Linux isn't
ready for the end user ... yet, and we must wait some years to get something ready and
then some years to really start to eat market, a long way to go.
