Buy it.  NeoPaint is good.  My set of paint tools contains:
  W32: Adobe PhotoDeluxe (came with my digital camera)
  W32: NeoPaint (liked it since 3.2; bought it)
  GTK: GIMP

The only program that matches up to NeoPaint is WinGIMP.
