Maybe I have not specified this clearly enough but script build_cross.sh
in gcc2952s.zip is intended to build cross-compiler for DJGPP target only
(eg. cross-compiler that runs on i586-pc-linux-gnu and generates code for
i586-pc-msdosdjgpp). I have really tested it under Linux only.

More reliable way of building DJGPP hosted cross-compiler is perhaps
building it under Linux (or some other system). However I have only tested
building native compiler for DJGPP under Linux (it's possible that I'll
build in future binary distribution archives of DJGPP port of gcc in that
way, but who knows...)
