Of course that quote is accurate as far as Emacs is concerned, since it
doesn't really concern Emacs at all :-) ("session" above refers to "DOS
session", not "Emacs session", at least as I read it).  Still, I think
that "you must reboot DOS to change the codepage" is too misleading to be
acceptable.  I'll try to rephrase that passage of the manual.
