I think this is a good idea.  Especially since some programs already
do this: those which use the Kpathsea library to search for auxiliary
files (TeX, dvips, and the other TeX-related programs).  They define a
special environment variable (called SELFAUTODIR) whose value is the
directory where the program lives, and then reference various other
directories relative to that one.
