If you are talking about file-name changes, then in my experience:

  1) Many GNU maintainers will favor renaming of files to make them work 
     on 8+3 filesystems.

  2) If that isn't enough, you could include a filename-mapping file in 
     the official distribution, which, if submitted to DJTAR via the -n 
     switch, will automatically rename files when the distribution is
     unpacked.  (GNU Textutils actually uses this technique.)
