I found out that RPM requires few additional libraries
not (yet) ported to DJGPP, so I decided to try dpkg,
which required none. I managed to get executables of
dpkg, but they were totally broken. 

Here comes one disadvantage that DJGPP has library 
functions like fork(), pipe() etc. which always fail. 
I moves meaningful error message from compilation
to runtime.
