Well, I got it to work with RSXNTDJ.

If you download the pre-compiled Windows binaries, you'll find the mysql
include file, the mysql library for Visual C, and the mysql dll.

Use the makelib utility (which comes with RSXNTDJ) to make a new library
file (an .a file) which is compatible with RSXNTDJ from the DLL. Then, as
far as I remember, the include file needed a little bit of hacking to get
working with RSXNTDJ's old includes. I haven't done this with the beta of
RSXNTDJ 1.6, which has updated includes, so you might want to try with that
first.
