  I just downloaded a GRX set of files dated 12/99 from
ftp.gnu.de/pub/grx-w32.zip which replaces many of the include and font
files.
  I couldn't find the patch either. I have not had a chance to insert
these files into my
grx23 yet. I hope to get to it today or tomorrow.
