You can use DJGPP to make 32-bit Windows programs if you add RSXNTDJ
(free for use in free software; nominal fee otherwise). Get it at the
zip picker.

Or you can use mingw32 (no restrictions), but you lose Posix.
Or you can use Cygwin (free for use in free software; *really*
expensive otherwise), but you have to distribute a 4 MB DLL with your
programs.

Whenever you need to find something, look for it on Google.
