I am trying to install TeX on my Windows 95
computer at home and am running into some
troubles getting the font creation to work.

Here is the output of dvips:

The LaTeX'ing worked fine without any errors.  I tried
my test file at my university UNIX system where LaTeX is
also installed and it compiled and dvips'ed without any
problems suggesting that the problem is with my DJGPP TeX
installation not working properly.

I have had a few teething troubles with DJGPP programs in the
past, and I have taken the trouble of downloading the LATEST
files tmflib75.zip, webc72b.zip and dvps578b.zip and dvga09b.zip
from ftp.cdrom.com.

Also I have scrutinised the file TeX.README that is written by
Eli Zaretskii for the exact steps that I should have taken,
after which I am at a loss to explain why the "dvips" nor
"dvivga" are not working.  Actually dvivga does work, but it
shows boxes instead of the letters of the font, indicating that
"dvivga" suffers from the same font-creation failure as "dvips".

The TeX.README file makes no mention of the file "MF.base" that
is mentioned in the output from dvips.
