Both are available. So are a couple of other formats. You should already have 
the info docs. Just type info -f libc.

You can find the html version at

The hlp version no longer seems to be on DJ's server. But you can get it at

 ftp://ftp.europa.com/outgoing/viper/compiler/djhlp201.zip
