Image Alchemy is the best program I have ever seen for graphic manipulation.
it uses simple commands from the DOS prompt and It's really easy to use.

It seems to be able to convert everything to everything else!

I use it to fix palettes all the time. It make a really good job of it. It's
great for batch processing too!

You can get it from http://www.handmade.com/ .  It's not free but it's well
worth the cost.
