The one reason (there probably were more) that I recall is that they
wanted (originally) to put djgpp itself on the CDROM as part of the
development kit, and djgpp's license (GPL) allowed that.  They later
decided that was too dangerous (quake might crash due to bad 3rd-party
modules) so they switched to quakec instead.
