I'm guessing that you installed DJGPP from some CDROM that came with a
book, in which case this is a known problem with the installation
program supplied with that CD (the installer is not part of DJGPP).

You need to find stubify.exe on the CD and manually copy it to your
hard disk, to the same directory where gcc.exe lives.
