Yes, as long as the program in question does not make use of extensions
added to the later versions of DOS. One obvious instance: if the program 
depends on long file names, it will have problems on earlier DOS platforms.

If you plan to develop an app, having an old pure DOS box around to test on
is handy. At least in the US, older 25 mhz 386 run about US$50, if you can't
find someone who just wants to clean out their closet.
