In a nutshell, nothing.  DJGPP is absolutely free.  See section 19.1 of 
the DJGPP FAQ list (v2/faq211b.zip from the DJGPP sites on SimTel.NET) 
for more about this.

You can use the old version, but keep in mind that if you bump into some 
bug that was already solved in a newer version, you will; probably be 
told to upgrade.

Make is a GNU program, so you are free to use the binary.  Allegro and 
RHIDE have the the conditions inside their packages, but in essence, they 
are free for use (however, please do read the detailed conditions for 
each package).
