No, you are not wrong, except for choosing to use Explorer in the
first place.  Explorer is too stupid to recognize a flat text
file that doesn't have a .txt extension.  You need a more
powerful browser.  I'd suggest lynx, which has, I believe
been ported to each of the several versions of Windows.
It has a powerful filemanager and you can easily configure
it to run bash when you hit ! and to call your favorite editor
when you hit e.  If lynx doesn't recognize a file extension,
it will try faithfully to open the document as text.

Source is available for lynx, but I haven't tried to compile
it under djgpp since the binary worked for me "out of the box."
