I am not sure about this, but you might be needing the Windows SDK.  I've
had a similar problem in the past, and traced the cause to the absence of
these files.  However, I still have the problem, because, although the SDK
is supposed to be free and downloadable, I cannot find it.  The one I did
find, at www.microsoft.com, was for Windows NT.  If you do not already have
the WindowsSDK installed, and if you download it (I believe the filename
for the file to download is ibldenv.exe, or something similar), and if it
fixes your problem, please inform me where you downloaded it from.

Anyway, as I said, I am not sure that this is your problem.  I could be
mistaken.
