You might consider taking a look at several GUI packages that are
listed in section 22.3 of the DJGPP FAQ.  I don't know if any of them
fits the bill, but at least you'll have a starting point.

Please note that, in general, the ability to replace the low-level
stuff and retain the rest requires an established standard for the
high-level interface which the application code calls.  If there's no
such standard in the GUI realm (I don't know if there is one), then
your question is almost a moot point.
