This is your problem.  Do NOT install DJGPP in a directory \DEV or any
subdirectory of such a directory, on any drive.  DJGPP treats \DEV
specially, and such installations won't work.

If you want the full story, read section 22.20 of the FAQ.

The easiest way to make your installation operational is to rename
E:\DEV to something else, lilke E:\DEVELOP (and change the setting of
PATH and DJGPP in the environment accordingly).

No, DJGPP works on both Windows and DOS.

It depends.  You need to make sure that the directory structure in
every package is preserved on disk, and that every package is unzipped
from the top-level DJGPP directory.  Some unzippers create a separate
directory for each zip file and unzip it from that separate directory:
this is WRONG, and you should disable such operation.

Please tell where did you see this confusing advice.  There should be
no contradiction between different installation instructions.
