Why? It shouldn't make a difference. Is this for speed? What about the speed 
of windows?

I remember that one from the days of 3.1. Helps to keep a DOS prompt under 
real DOS and in a DOS box apart. Under Win 3.1 this came handy as you often 
started and then exited windows and you somtimes just didn't know when it was 
ok to turn off your computer.
