Meanwhile, however, I am stuck with what I have

Strictly, 
compiler DOES work even on WIN 3.1 ( RSXNTDJ 1.3.1 supports WIN 32s )
RSXIDE does not
DEBNT does not
real problem is GRC and RSRC - they do not work either

So, for the moment, I need a resource compiler that will work with
RSXNTDJ compiled WIN 32s programs, on a WIN 3.1 system.
So far I am out of luck.
