RSXNTDJ will not run at all on Windows 3.X, even if you have Win32s 
installed.  The programs it produces *do* support Windows 3.X+Win32s
combination, but the development environment runs ONLY on Win32 
platforms, Windows 9X or NT.  This is explained in the section 3.6 of the 
DJGPP FAQ list.
