`tr' is part of the GNU Textutils package.  You should be able to find it 
in v2gnu/txt122b.zip package on the DJGPP sites.

Note that you will probably need to download a lot more packages to 
build Perl.  I would expect some README file in the Perl distribution
to tell you which packages do you need.

Btw, why are you trying to compile Perl on your own?  A pre-compiled
binary distribution of Perl is already available in the v2gnu directory.
