Didn't work--how?  How did you try to invoke Emacs, and what happend,
exactly?

Again, post the exact info about how did you compile the program, and
how did you try to invoke it.

You need to add Emacs bin directory to PATH.  This is explained in the
file emacs.README that is available from the same place you downloaded
Emacs, and the file README.dos in the Emacs distribution explains it
as well.
