See section 6.5 of the DJGPP FAQ list, it explains how to solve this.

Do NOT edit djgpp.env, unless you want to risk breaking your DJGPP
installation in subtle but annoying ways.  I doubt that any GCC
installation instructions tell you to edit djgpp.env except in a case
of real emergency, but even if they do, don't do that.

Also please note that the latest version of the compiler is 2.95;
2.8.1 is pretty old.  You might as well install the latest version.
