From docs/readme.1st:

    To build C programs, you'll need djdev201.zip, gcc2721b.zip,
and bnu27b.zip.  For C++, also get gpp2721b.zip and lgp271b.zip.
To read the online manuals, get txi390b.zip and run "info". If you
don't have a DPMI server installed, you'll need csdpmi3b.zip.
(Windows, QDPMI, 386Max, NWDOS, OpenDOS, OS/2, Win/NT and Linux
DOSEmu all provide DPMI services, so you don't need CWSDPMI in
those environments.) For more details, download faq210b.zip (the
full FAQ list) and read Chapter 4 there.

From docs/faq/djgppfaq.txt, chapter 4:

    `v2misc/csdpmi3b.zip'
CWSDPMI, the DJGPP free DPMI server. (If you can get DPMI
services in your environment, like if you run under Windows, QDPMI,
or OS/2, you don't need CWSDPMI, but I recommend downloading it
nonetheless so you can try it in case you have trouble with other
DPMI servers.)

    `v2misc/pmode11b.zip'
This is an alternative DPMI server, PMODE/DJ. Its memory
footprint is smaller than CWSDPMI and it can be bundled with DJGPP
programs to make a stand-alone executable that doesn't require a
DPMI server to run. PMODE/DJ doesn't support virtual memory and
its implementation of the DPMI spec is a bit more restricted than
that of CWSDPMI.

My favorite mirror is
ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/. Both of the above
mentioned files are available there, including newer versions. I'd
recommend you get the ones that match your distribution of DJGPP
(if you don't have them already).

grep and find are your friend. If you don't have them already, buy
this http://www.fsf.org/order/windows.html
