I don't know anything about how Perl implements the functions you are 
trying to use (e.g., what exactly does `sysopen' do).  It seems like a 
good idea to write a short test C program that does similar things and 
see what happens.  Then we will at least know whether the problems are in 
DJGPP or in Perl.

Btw, why did you need O_EXCL?
