From all of what you write, I get the impression you're using 
Windows 3.x as your platform and are trying to work with RSXNTDJ,
on it. Well, there's the bad news: that will not work. Period.

First off, RSXNTDJ will *not* generate Windows 3.x programs, because
like DJGPP itself, it's a 32bit compiler. You can write applications
that run under the 32bit add-on for Windows 3.x, 'Win32s', but not for
'real' 16bit Windows 3.x.

Second, and more important: several of the utilities coming with
RSXNTDJ don't work on Win3.1, not even with Win32s installed. That's
because Win32s doesn't support some parts of the Win32 API, the most
notable omission being that there are on 'Win32 console applications'.
I've tried it out myself, and found that RSXNTDJ effectively didn't
work, on Win3.x.  IIRC, Rainer Schnittker documents this in the WWW
pages for RSX, too.

Petzold's book is not meant to 'cover all the topics' --- that'd be
impossible for a platform as broad as Windows. It's meant to teach you
how to program for Windows 3.1, from the ground up. Once you're
through with it, all else you should need are the API helpfiles.
Either way, you should ask this question elsewhere, in a Windows
programming newsgroup, preferrably. And be sure to give more details
of what you're looking for.
