I gathered from your reply and some other postings that clrscr should
work.
Rather than extracting a snippet of code from my program, I inserted
clrscr into "Hello world."  It compiled and ran perfectly.  Then I
reinserted the clrscr statement into the offending program, compiled
and ran it.  Here too clrscr worked perfectly.
I don't know what produced the original runtime error, but am happy to
know that clrscr and other conio functions work in a Win98 DOS box.  (I
had wondered whether I would have to go into MS-DOS mode.)  Some other
short Turboc C programs were also compiled with DJGPP and run without
error.
