It's described in the library docs.  From the DOS prompt, type 
"info libc alpha spawn" and read there.

Use `system', not `spawn', and invoke the other program via the
Windows program START.  Like this:

	system ("start myprog");

This runs myprog.exe in another DOS box.  If you want to run it
minimized, use "start /m myprog".
