No, OpenGL (especially the files you downloaded) are Windows oriented. You can get the
Scitech MGL graphics library which has an OpenGL port that works with DJGPP (no hardware
acceleration though).

Allegro doesn't support OpenGL, and I'm not sure if support is planned for it, although
there has been a bit of discussion.
