You could make BITMAP *bmp as a global pointer... because you need it in
many functions.
Why do you want to create the bitmap in an extra function?
But if you want:

int function(bmp)
{
    bmp = create_bitmap(32,240);
}


If you make *bmp global than you don't need to give it up. you could than
write:

int function()
