You should complain to the vendor who made that CD with its buggy
installation program.  This problem has nothing to do with DJGPP per
se.  See below.

There should be a program named stubify.exe in the same directory
where you installed gcc.exe.  If there's no such program there,  find
it on the CD and copy it to your hard disk.  Evidently, the
installation program forgot to copy it.
