You have to do 2.) to be able to do 1.).

To do 2.):
Open a DOZE box. In this DOZE box "cd
to_whereever_you_extracted_allegro" and type "make".

This should result in a file your_path_to_djgpp/lib/liballeg.a. If it
didn't read the readme file of allegro (or post again if you can't
figure it out).

After you have this liballeg.a file you can do 1.).
