Hello,

I have decided to write a program that will help my mom with her 
accounts receivible billing at the end of each month.  DOS based 
would be okay, but I would prefer to do windows based so I could 
make it an easy point and click affair with drop down lists of 
her clients and services and a single button to calculate and 
print the bill.  I want to make the program very simplistic as 
my mom hates having to mess with computers.

I will be writing this program in c++ or basic (whichever 
language I can "lift" things out of tutorials better) and I'm 
going to be learning as I go along.  I already have a basic 
knowlegde in both languages, but I am far from a practical 
programmer (just a first semester student).  I have djgpp for 
c/c++ and qbasic for basic.

Enough of the rambling, here's what I need from you fine people:

If anyone could point me to good, practical and cheap or free 
tools for creating this program I would be eternally grateful.  
Namely, tools for creating the windows based program that I am 
shooting for.  I think I could pull it off in dos with what I 
already have...right?
