I don't see how ELF support can be usefully added without having a loader 
(and debuggers, and assembler, and...) that supports it as well.  
Perhaps you could elaborate what exactly do you have in mind under 
``support'', since configuring Binutils ti support ELF wouldn't be too 
hard.
