Download v2apps/man12b.zip and v2gnu/lss332b.zip, install them, and then 
type "man foo.1" from the command line.

The above is enough to view formatted man pages.  For unformatted pages, 
you will have to download v2gnu/gro110b.zip, which will format the pages 
on the fly.  However, most DJGPP packages come with pages that were 
already formatted.

Note that this is all explained in the FAQ (section 5.5), and in more 
detail, so I suggest to read there.
