The GCC message clearly says what the problem is:

  Fatal:	Error in DJGPP instalation
        	Environment variable DJGPP point to file 'c:\djgpp\djgpp.env',
        	which does not exist

So the problem is that your DJGPP environment variable either points to a 
wrong directory, or somehow the djgpp.env file is not there.

If you cannot figure out the problem, please post here the output of the 
command "DIR C:\DJGPP" typed at the command prompt.
