mingw32 produces win32 exes, while djgpp is targeted at DOS
environments. Both are ports of the GNU compiler, gcc, but they are
not (binary) compatible.

Cygwin has the ability to create mingw32 executables, but mingw32 can
be used as a separate product, that is, you don't need Cygwin at all
in order  to use mingw32.

It is possible to create (windows) DLLs with mingw32, but this has
nothing to do with djgpp itself.
