It is a fault of your windows drivers, mostly likely the graphics 
ones. Most win95 systems don't have any problem with suspending an 
SVGA DOS program (it works perfectly on my machine, for instance), 
but some drivers just don't bother to implement the save and restore 
state functions.

I don't know any way to fix this.
