You aren't supposed to fetch stuff from DJ Delorie's /incoming directory: 
that place is for *uploading* packages that DJ then puts on SimTel, in 
the usual DJGPP places.  The directory is write-only, so you cannot 
download.

In this case, rsxntdj15.zip is already available in the v2tk directory, 
check out your favorite SimTel.NET mirror.
