The file it's looking for is called libc.info which gets a short name like libc~1.inf in dos. To fix the problem in this case, just rename libc.info to libc.inf and rhide should find it just fine in both dos and windows. libc.info is not a valid dos name where as libc.inf is which is why it has a different short name and rhide can't find it.
