You probably can't; complain to Microsoft.  Section 3.10 in the DJGPP
FAQ list (v2/faq211b.zip from the same place you get DJGPP) explains
how to get more than 64MB of DPMI memory on Windows, but I think this
only works if you have more than 64MB physically installed.

If you find a way to enable more than 64MB on your machine, please let
me know and I will revise the FAQ as needed.

Microsoft software is not about giving you the freedom to use whatever
the 32-bit address space allows.  Microsoft is about *restricting* you
to whatever ridiculous limits they decided to impose on you, in this
case because evidently there's not much love lost between Microsoft
and users of DOS programs.
