Charles Petzhold  _Programming Windows_ 5th Ed.
Herb Schildt _Windows 98 Programming from the Ground Up_

There are a few tutorials on the net, but they seldom go much past 'Hello
Windows' with a MessageBox and a menu. It is definitely a book length
subject.

For TCP/IP, check the archives for recent discussions of, and pointers to,
DOS sockets.
